OpenAI is setting up its first AI data center in Europe, called Stargate Norway. This cool project is in partnership with British cloud provider Nscale and Norwegian energy firm Aker. Nscale will handle the design and construction of the site, with both companies sharing ownership equally. OpenAI plans to buy capacity from this center, making it a key part of their infrastructure.
This initiative comes at a time when Europe is pushing to become more independent in AI, investing billions in data centers and computing resources. The EU’s recent multibillion-euro investment aims to build AI factories and promote data sovereignty, especially for sensitive government and business info.
Nscale and OpenAI emphasized that Stargate Norway isn’t part of the EU’s direct plans but aims to leverage European sovereign compute resources. Norway’s vibrant AI scene, including startups and researchers, will get priority access. Both Nscale and Aker have committed around a billion dollars each for the initial project phase, which will supply 20 megawatts of power — with plans to expand to nearly 300 megawatts, powered by 100,000 Nvidia GPUs, by 2026. The data center will be situated near Narvik, a northern Norwegian town, chosen for its access to hydropower, cool climate, and industrial strength.
OpenAI highlighted that the facility would operate solely on renewable energy, using advanced cooling techniques and recycling excess heat to support local low-carbon businesses. This makes the project both eco-friendly and efficient.
As part of wider AI infrastructure investments, OpenAI’s new Norwegian center symbolizes Europe’s effort to achieve AI sovereignty and data independence. It contrasts with similar US and Middle Eastern projects but underscores that Norway’s site aims to benefit Europe specifically, without dependence on the EU’s standard frameworks.
