He allegedly worked for Shanghai Powerock Network, a firm linked to the Chinese government, known for carrying out cyberattacks for their nation-state.

Furthermore, Xu and another suspect, Zhang Yu, who remains on the run, are charged with hacking hundreds of Microsoft Exchange servers starting in March 2021. These breaches, carried out by the group called Hafnium, compromised over 60,000 servers, mostly from small businesses across the U.S., leading to widespread theft of private data.
